The Jicarilla Environmental Protection Office was instrumental in spearheading the closure of over 2100 unlined surface impoundments in Jicarilla oil fields.

As of 1995, unlined surface impoundments on the Jicarilla Apache  Reservation were to be closed. (TITLE 14 Chapter 3 Ordinance)  This meant that the soil and contents of each pit needed to be removed and remediated onsite or hauled off the reservation.  In total, 630,000 cubic yards of dirt were excavated.

“Clean” fill dirt was then placed in the excavated hole.  This created a cleaner, safer, more attractive environment at the well pads.

These photos clearly show why unlined surface impoundments needed to be closed.  Note the heavy staining of the soil from hydrocarbons!  Note the trees covered in paraffin from the oil production process!  Note the pit without fencing.  Imagine a truck backing into the pit...or worse, a cow falling in while looking for water!

The Jicarilla Environmental Protection Office plays a critical role in ensuring each pit is closed properly by;

collecting Statements of Qualifications from contractors;

Ensuring third party laboratory analysis;

working with oil companies to begin cleanup in a timely manner;

selection and recommendation of back fill dirt locations
